The research findings indicate that 38(52%) of total respondents agreed that education is provided while 27(37%) disagreed with this statement. The findings imply the government have provided education in schools, and media but most of people are not aware of guiding traffic rules. This is because most of education is provide d in seminars, media and these people never listen since they always go to conduct their business. We relate this study to Anna and Litman, (2012) who explained that traffic education should be provided to all people and not only drivers, explain more that when the entire community is introduced to basic regulations and governing principles such impacts arising will be minimized

Regional planners and Police officers throughout their interview explained that education always is provided to all people including drivers and non-drivers on the advantages of adhering to traffic rules and obligations, but the negligence of people cause the not to do so hence being affected with several impacts

The research findings indicate that 41(56.2%) of total respondents agree that there is strict prohibition to conduct business beside road sides, while 25(34.20%) disagreed with the statement. This means that the government have put rules and prohibitions to conduct business alongside and beside the road but residents have neglected to do so. The government have prepared areas to conduct business such as Machinga complex but people do not follow the principles. Litman & Steele, (2017) explains this by showing us that in order people to follow rules and principles, they must be beneficial to them. This means that prohibition will be successful when the government will provide best areas to conduct business.

Regional planners on an interview regarding this situation focused that people are prohibited to conduct business on areas which are not allowed therefore we plan areas for them where they must place their business but they fail to respond to those areas.

3 Measures do you suggest may be useful to remove the problem

The statement was asked to put forward different measures which will be useful in solving the problem of conducting business. Several respondents argued that the government should provide grants and loans which will help people to pay for special business areas, likewise areas arranged for business should not have tax collection, and further the government should implement laws and regulations effectively by removing these business people so as to reduce risks to people and entire community. LATRA and stakeholders should have better strategic plans to solve the problem of informal business along the road areas, they will be able to solve accidents problems by increasing road safety.

4 Why small businessmen neglect to conduct business in respect areas prepared by the government

The statement required the respondents to explain why business men do not want to conduct business in respect areas prepared by the government. Most of respondents responded to this by indicating that most of prepared areas by the government are far from the city center where there is high populated people and were people are influenced to do purchasing activities, also people neglect to those areas because of high tax compared to where they pay less or no tax.
