The study was examining the extent failure to respect and obey road regulation by traders influencing delay at Uhuru road. For the purpose of this study four factors were discussed which involve crossing the road randomly reduces road safety, traffic rules and regulations are not adhered, government implementation on road regulation and effects of failure to respect road regulation and conduct business beside the road.

1 Crossing the road randomly reduces road safety

The statement aimed to know whether crossing the road randomly reduces road safety. The study indicated the following level of respondent’s response on the statement.

The findings from table 4.3 show that, 68.5% of the total respondents agreed with the statement that crossing the road randomly reduces road safety, while 24.7% of the respondents disagreed and stating that crossing the road randomly does not reduce road safety. The study finding imply that at places where there is high number of people crossing every moment irregularly accelerates to the decrease of road safety to all road users including drivers and pedestrians. This is caused when people move from one side to other without following commands of traffic lights and without using road signs including crossing signs. These findings relate to Collins, (2011) who indicated the effects of not having high rate of road users at a given location. Explaining that drivers at most times focus on traffic lights and other people crossing never do so which leads to accidents, high breaking, however explained that road safety is also enhanced when the road is clear without inappropriate and unnecessary obstacles which hinder transportation from one place to another.

On knowing whether crossing frequently the road reduces road safety the researcher interviews the Police office and she explained that ‘we have witnessed several crashes, accidents, occurring due to many people over crossing the road frequently.’

2 Traffic rules and regulations are not adhered

The statement aimed to know whether traffic rules and regulations are adhered by all road users or not. The study indicated the following level of respondent’s response on the statement.

The findings from table 4.4 show that, 60.6% of the total respondents agreed with the statement that traffic rules and regulations are not adhered, while 30.1% of the respondents disagreed and stating that traffic rules and regulations are adhered in Uhuru road.

The study finding indicate to us that at Uhuru road, road users are not adhering to the regulations and principles required. This is observed through a situation that many people are engaging in business alongside the road and other people owning business cars packing within and alongside the road engaging in business. This leads to the violation of rules and regulations since these rules require everyone near, within the road, using road to follow placed signs and symbols. These results were observed by (Fricker & Mills, 2009), failure to respect and obey road regulation and its related impacts to the road itself, to road users, and the community at large. Observing that asphalted path for pedestrian at the side of road is being interrupted by business vendors which force people to pass in mid of road and intercrossing the road which reduces road safety. Suggesting that best regulations if were to be followed all road users must follow their path and no business alongside.

Interview was conducted to police officers at Uhuru street and explained that ‘we are implementing the rules and regulations of using roads but people do not adhere to these rules as a result At Uhuru Street people are engaging in business in less than one meter from the road while regulations have required distance from the road. Through doing this road safety is interrupted and accidents emerge and finally loss of life.

3 Government implementation on road regulation

The statement aimed to know whether Government implementation on road regulation is done or not. The study indicated the following level of respondent’s response on the statement.

The findings from table 4.5 show that, 67.1% of the total respondents agreed with the statement the government have implemented road regulation, while 32.9% of the respondents disagreed with this statement. The research findings indicate that several regulations have been implemented and derived to different people in different areas on how to use the road and follow road regulations. Srinivasan and Kockelman (2007) explained a situation similar to this lamenting on the entire community members that they fail to obey and adhere to the information from their officials. This in turns leads to misuse of roads and conduct business irregularly alongside the road and preventing other road users to peaceful and safely use the road.

Regional planner responded to the interview from the research and explained that Different seminars and workshops have been implemented through different medias such as ‘USALAMA BARABARANI’’ through TBC. The only effect is to the community which gains knowledge but fails to do implementation of it, if it would be implemented by the community members these business vendors would not be available at Uhuru road.

4 Dangers caused from failure to respect road regulation and conduct business beside the road

The statement aimed to ask respondents if they are aware of the dangerous results from failure to respect road regulation and conduct business beside the road. The study indicated the following level of respondent’s response on the statement.

The findings from table 4.6 show that, 69.9% of the total respondents are aware of the dangers caused from failure to respect road regulation and conduct business beside the road, while 30.1% of the respondents were not aware with. Respondents responded that there are many dangers which arise when someone do not follow the regulations and conduct business beside the road.  Few of respondent’s mention effects such as cars collision and causing accidents, vehicle knocking people and vehicle crushes, collision of people, road destruction, accidents and loss of lives which are similar to Handy et al., (2014) who explained these impacts resulting from misuse of road.

On responding to an interview question on dangers caused from failure to respect road regulation and conduct business beside the road the police officer stated that some of business men have their business cars being packed alongside roads and conducting business, these causes low sight to other drivers which leads to crushes, over way and misleading.
